Whilst we smack our gobs, let me try a small oracular guess: going to 12 pitchers now is in preparation for trading one of the position players and then activating Keuchel as the 6th starter next week.

I do think it is very much trade deadline related. The additional off day on Monday makes it much easier.

The 12 person pitching staff makes so much sense with everyone off yesterday and again on Monday. 

Now the offense needs to step forward against Kansas City.

There is no overlooking another major league opponent, especially as the calendar moves towards August.
