Actually a team can elect to send someone else down and keep the 27th man on the roster.

I think it may be sorta both. Brock is correct that they have to be sent down. BUT, because he doesn’t have to stay down the normal 10 or 15 days, they can immediately bring him back up in exchange for someone else, which effectively does what Lecroy is describing. 

In the case of a starting pitcher, it doesn’t make sense to do that, however. Go ahead and send SWR back down, but you can still bring him back up for next Friday or Saturday if you want, but you still have several days’ access to the guy you would send down in his place.

Right, I see what you're saying. Technically he is returned to the minors but because there is no restriction on call-ups, he could be demoted for literally five seconds and then brought back to the major league team.

On the 27th man, technically the player has to be sent down, but he can stay if someone goes on the IL and can be promoted immediately if someone else is optioned or DFA’d. 
 

I’d like to see SWR get another start or two in place of Varland (maybe moving Louie to the BP).

I definitely did not expect 7 straight outs from Sands to end the game... groovy!

Great job getting both wins today when it felt like they were listless yesterday. Them's the ups and downs of the baseball season.

Uh, there is way too much season left to not keep Louie stretched out.

SWR will be back up, but Louie needs to be a starting pitcher (either in St Paul or Minneapolis)

Beautiful job by SWR. With it and with the efficient bullpen work, no relievers enters tomorrow’s game having thrown more than 32 pitches in the past two days. Guys will need to go back to back, but everyone besides Funderburk, Jackson (both through yesterday and today) and Sands (28 pitches today) is probably available for at least a batter or two. 

Since I put in a request earlier for SWR to go six innings, I’ll go ahead and request that for Ober for tomorrow.

With Paddack pitching limited innings, have Varland available for multiple innings would be helpful IMHO.
