Parker is in a tricky spot. He is ~13 days short of 5 years service time, the threshold at which he can refuse an assignment but still collect his salary (basically forcing the team to release or trade him if they want him off the roster).

He has over 3 years service time, though, as well as been outrighted before in his career, so he can still refuse an assignment, but in doing so, he would forfeit what remains on his 2019 contract.

It would appear that Thorpe and Stashak have progressed this year to the point that they are better than Parker. I guess that it is a bad thing that players develop to be better than the lower priced free agent.

Stashak has given up too many hits, he has been able to limit the damage.

Yup. And also with the structure of Parker's contract, with a lower base plus incentives for appearances. (Although if they had doubts about Parker finishing the season way back then, they probably could/should have aimed higher last offseason too.)

Yeah too bad. I was all gung-ho about free agent relievers last year, I'm quite confident there are multiple posts somewhere around here were I proclaimed there were close to two dozen of them I'd love to get my hands on, and those four weren't anywhere near my favorites. Oops.

In theory they have enough prospects/projects starting right now. KC for example is just running a steady diet of the same young 5 guys out there. They want to get those guys work, rather than bring in Mejia and see if he can fix his stuff. Better the devil you know.....

They did potentially save a few bucks though on salary. Probably paying pro-rated MLB minimum, instead of what was left on Parker's $1.8M?? deal.

 

Parker and/or agent must have had an idea he'd be signed, else I can't imagine he would have refused the Rochester assignment, forfeiting the remainder of his salary.

My bad. I misread it as a minor league contract. Parker will be in the Phillies bullpen shortly. I wonder if Phils fans will be excited for this move.

Salary. Claiming him would have not only cost $600k base salary for the rest of the season, but also up to $1.4 mil in incentives (roster bonuses). Plus in ~13 more days, he would have gained the right to refuse an outright assignment but still collect his full salary.

 

As it is, Philly can now just pay him league minimum, ~$200k or so for the rest of the season, with no incentives.

They could. Looks like they still need to clear a 25-man and 40-man roster spot for Parker -- perhaps Morin could be that casualty? His only two Philly appearances so far have been pretty low-leverage.
