Set a timer. If you don't throw a ball within, say, 15 seconds, automatic ball.

Doesn't matter, this is a spectator sport.

 

Not a single fan in the stands or watching on television is saying "just slow down and stand on the mound longer".

 

There's a reason why the NBA moved to a 24 second clock all those years ago. MLB could learn something by implementing hard pace of play rules. No more dancing around the subject; force the batter to get into the box and force the pitcher to throw the ball.

 

The rest of the "pace of play" issues with baseball are mostly white noise. Walks and extra pitches aren't boring by their nature; if anything, they help increase the tension. What slows the game down is batters jerking around with their gloves and pitchers standing on the mound for 14 minutes between pitches.
