He'll be non-tendered, or not offered arbitration, or whatever is the terminology. Suppose he signs a AAA contract with us (or, I guess, anyone) for 2017. Does he earn a standard AAA salary, which I believe is tied to years of experience? Suppose at some point in the season he is called up to the majors. Does he earn major-league minimum? Or does some arbitrator take a guess at what he should have been awarded the previous off-season and pro-rate it?

The major portion could be pro-rated higher, but usually isn't. You also get paid more if you are actually on the 40-man. But whatever team signs him, once he comes to the majors he still gets service time. If he doesn't enter free-agency with that service time, his arbitration clock is still in play and he would have arbitration if his new team keeps him in the off-season. But he would have to be better than good, and it wouldn't probably pay as much as earned, say, last season. He's in limbo land. His best bet would be to try and grab a 2-year low millions deal, if possible, at this point. And he just might be able to do it (think Mike Pelfrey).

Yeah, I don't know why someone like Mejia - unless he was injured - wasn't called up. I think maybe the interim GM didn't want to add payroll (as small as it would be?) down the stretch? But a guy like Walker could have gotten a few at-bats up here.

I know they were no brainers, but they are decisions that usually need some sort of approval you would think. If I bought a house and before I moved in the previous owners decided to take remove a wall and cover up the hardwood wood floors with carpet, I would be upset because I should be the ones making the decisions now that am going to be the one who should make this decisions.

Then I believe if he makes it back to the majors he will be paid a pro-rated major league contract. I think it would be the veteran's minimum. Unless he negotiates a "two way" contract where he will be $XXX prorated in the Majors and $XX in the minors.

I doubt these moves, however obvious, were made without the big guy's approval.

He is not in the discussions. They were probably being planned well before his hire.

In AAA he was closer to 25% Walker would defy all odds to improve to even a league worse 32% K rate. Walker would shatter Mark Reynolds record of 223 strikeouts for a season playing full time. The odds of a career milb .250 hitter being that productive in the majors is remote. Walker's KATOH after his AA season projected him to be a 2.5 WAR player through 6 years of mlb ball. His AAA season would not likely improve that score as his power numbers went down. He likely will stay on the 40 man roster as he is valuable for the minor leagues.

The excuse reason I heard for him not staying longer and replace, let's say, Albers, was that he threw a career high 132 innings which was 25% more than last season, so they were taking it easy.

But I'd prefer that Rob Antony not make any unnecessary moves, no matter how obvious, without running them by the new guy.That leaves 2 options.Break some minor silly rule that nobody will ever know was broken. Or, wait until the Indians season is over. I'm fine with either option. I'm not going to be hypocritical and get outraged if the rule is broken though, as long as there is no conflict of interest. This is akin to not using your blinker when you are the only car on the road.

All Merritt did was take Cleveland to a World Series today despite giving up 19 hits, 12 runs, 4 HRs, 3 BB's, and 3 SO's through 12 innings to Rochester this season. You put him on the 40-man because you think he will contribute to the club on the major league level in a year or two (three at the ultimate worse) and that he is valuable to keep as a prospect in your organization, not just as a roster holder in the minors. Not only does that work against the player, but it ties up a valuable spot.
