Is pagan blows this, rocco will have some serious splaining to do about why duran was used in the 8th against the bottom of the order and pagan gets the top. Even if it works out, he should have to explain it anyway because it doesn’t make sense

No remaining minor league options, yes.  You can send him down by offering him to every other team first, via waivers.  Addition by subtraction, in my estimation, but it's probably not good roster stewardship.

If Duran goes 1-2-3, he faces 5, 6, 7.  Pagan would have had 8,9 1. Or maybe Duran throws an easy 8th and can go 2. Plus there's always the chance the Twins add on bottom 8. I don't have an issue with it.
