I think there's a number of factors to consider there. I think in general a manager is going to keep in a pitcher who is throwing strikes versus one that isn't even if you could say both have had some command issues in different ways. Second, game score, it might have been different if the Twins were up and Rocco saw Ryan had below his average stuff/command for the day.

If you followed them since 1961. You've seen awful. I'll take this over 50% of the years of our existence.

Just for kicks, I would like to see the Twins hitters go through the line-up just once, trying to make contact and forget the warning track power swings.  Just for kicks.

Protip.  Turn the lights off before you burn things. Flames look cooler in the dark.

We seem to be able to score runs in bunches, but the many innings in between those events are generally just a whole lot of absolutely nothing. 

That means that I basically agree that our offense is consistently bad.
