No. As I understand it, launch angle starts at 0 degrees where a batted ball travels straight forward at the same height as the bat. A pop up directly up would therefore have a launch angle of 90 degrees, a ball that somehow travelled through the bat despite being hit would be 180 degrees, and a ball straight down from the bat would be 270 degrees.

All batted balls have positive exit velo, because they are moving away from the bat. The direction in which the ball exits the point of contact with the bat is irrelevant.
