I don't know the rule.I think you’re right, I believe the umps were checking to see if it is reviewable, and I’m guessing it’s not so the balk call stands. The ump blew it though

He timed his bluff exactly perfectly, with the pitcher engaging the rubber but unsettled before working into his stretch. All he needed was to induce a little tiny flinch and he got it.
