They don't have to spend $200M and get Max Scherzer to have a reasonably serviceable 6/7th option. Especially when you're penciling in Phil Hughes, who clearly shouldn't have been in the rotation from the beginning.

He looked serviceable enough through 6 starts. And what exactly should the Twins have done with Hughes if not have him in the rotation from day one? Have him in the pen?
