He didn't touch the base but I don't think a person watching the game thought it would be overturned. I really do think that the replay official shouldn't know what the call on the field was/is, and should just call it how they see it.

Very good start from Ryan in his first game back. He battled his control at time, but nothing like we saw in a few prior starts. Exactly what you expect against a poor offense like Detroit. Bullpen has to hold this down, but the offense also needs to add on at least two more runs.

They can make the appeal whenever the ball is live. 

 

A lot of times time is called a the end of a play, so the pitcher has to be on the runner for the umpire to put t he ball back in play. (They normally don't come set. Just step off and throw.)
