So, the official scorer gets to pick the winner. Do you give it to the guy who pitches 2 shutout innings, or the guy who pitched 2.2 innings of 1 run ball?

I think you're talking about today's game, right? The starting pitcher is barred from getting the Win if he doesn't go 5. So that's why Clippard is automatically snubbed for two immaculate innings of work.
