I'm hopeful that someone will correct me if I'm wrong but I believe that free agent compensation (the qualifying offer system) is tied to the international draft which is yet to be worked out. 

So any changes are yet to be changed.

I would be surprised if any free agent came in and immediately was a d***, but it's nice to know if a guy is a good dude. (Yes, I realize athletes' relationship with the media is nuanced.)

Correct. Correa rejected a QO. The pick should be in the mid 60's range.

Twins announced that the Correa deal is now OFFICIAL. To make room on the 40-man roster, RP Ralph Garza Jr. has been designated for assignment.

They still have the Enlow roster spot to use. I guess it will be for Cueto. I do hope Garza makes it through the DFA process. He seems like he could be fine as a middle innings guy.
