It might be that the radar gun is improperly calibrated.

The off speed pitches are visibly slow.

 

He entered the game with two out in the second, and gave up a cheap homer to right in the third. Thanks to Astudillo, he's currently the pitcher of record with a 3-2 lead. He just cruised through the fifth.
