Like Squirrel stated, owners don't want anyone seeing their books and a huge amount of them don't want a spending floor.

This is just going to be one of those times we disagree, I guess.

I would wager a lot of money the owners would happily enact a cap if the union would agree.

They've tried to do so in every recent CBA negotiation.

I’ve watched baseball for 55+ years and can’t recall a pitching line like Rayas today.  5 runs allowed but doesn’t give up a hit or record an out.  3 hit batters and two walks.  Come to think of it, I can’t recall seeing three hit batters in one inning.  Baseball.

Maybe you could write an article and explain how this would/might be good for the game. This thread isn't the place for a discussion on this issue but you should consider putting together an argument or explanation.
