He is a special case where I think there should be a Commissioner button should be allowed to be pushed.  People who belong in the HOF that, for whatever reason, didn't get in.  Sort of fixing a falling through the cracks.  He has been out of baseball long enough to be passed over multiple times by the Veterans Era Committee.  I'm not sure the history of why he has been passed over.  To me, that is why the Commissioner should be able to step in in rare circumstances, especially since it is reported that John is in hospice care.

Maybe he’s the problem and not the batters he faces. Some people just don’t get loose and settled as fast as most do. Plus I hate the opener lol

Another possibility when listening to interviews of pitchers has been the stuff that works changes from start to start so it may take an inning to figure out what will and won't work today.

Pitchers don't come back stronger than before they were hurt. They come back healthier than when they were hurt but had not yet had surgery. There was a study on this a few years ago.
