The Twins are stockpiling pitching and hope somebody surprises.  Probably a good move considering the uncertainty with the staff.

The Twins have 40 pitchers on the AAA and AA rosters (after sending down the final ones from the 40-man), not to mention anyone deserving a move upwards from A ball. 

 

You can never have too much pitching, but we also want to see "the prospects" get their chance to play for the future of the Twins.

You forgot the modifier.  "Good" pitching.  We need to fill out AAA rosters because it's a long season (and some of the players signed earlier may have an opt-out clause), but these last signings don't strike me as anything better than the cliched "break glass in case of emergency" for the big league club.
