Falvey was the one who signed Bell to play 1B, not DH.  Player development has been non existent for the last 10 years under Falvey.  You can argue about what payroll should be, but other GM's have been able to field winning teams with the same payroll as the Twins or even lower.  If I am going to blame the Pohlad's, it's for not hiring the right people.  They should not be the ones making the day to day decisions.  They should have a plan presented to them and they either agree, ask for adjustments or say no to the plan.  But you need to have a competent management present the plan.   This is how every business whether sports or other industries operate.
