Dickbert is talking a lot about strike outs, I don't understand this concept, Twins pitchers are allowed to strike out opposing batters?

 

According to the popular baseball flick, Bull Durham, strikeouts tend to be a bit fascist.  Whereas getting the ball put in play tends to be democratic.  Its the most American thing to do and the Twins seem to be extreme xenophobes.
