His issue is not with plate discipline, it is with making contact (16.2% swinging strike rate, compared to the league average of 11-ish). Rooker, in his extremely SSS career swings at 37% of pitches out of the zone, with a 13.7% swinging strike rate. You can be an effective big leaguer with holes in your swing, or with bad plate discipline, but not both.
