End the Luis Garcia project and recall Matt Bowman

Luis Garcia has been terrible for the Twins and Matt Bowman exercised his opt out and has to be added to the active roster by Wednesday. 

Bowman has been impressive for the Saints and the way the bullpen has pitched the Twins need all the help they can get.

At worst if Bowman flops in the majors the can keep claiming DFA players and hope to find a serviceable arm.
