Cincy is so cheap. They didn't clean the snow from the stands, in violation of league rules. Fans had to clear off 5 inches of snow from some of their seats.

That's slightly different though. Buffalo opens the stadium early to anyone who wants to help dig out the stands, you can see a guy with a shovel in the background (I think they get free hot chocolate). So the photo is from that, not the game itself.
