Let's agree that momentum does exist but there's not yet been a metric developed for it (that doesn't mean it's impossible to quantify it). How do you qualify when momentum is/is not on a team's side in a game? How does one determine when momentum is impacting the game's outcome?

Why must there be a metric?

Not everything that can be measured matters.

And not everything that matters can be measured.
