It's mostly a Jeremy Zoll interview.  I think it's been documented elsewhere that Jeremy and his boss have gone on the record with opposing statements about Priellip's future.  My guess is that Priellip isn't the hill Zoll wants to die on if Falvey were to decide to make an issue of it.  Not exactly sure how this article was constructed, but if Falvey was in the same room then maybe it's notable that he didn't contradict his underling - or maybe not.

Like @ashbury said, seems to be quotes from Zoll.  Falvey was on record at the GM meetings stating Prielipp and Raya by name as bullpen candidates.

Zoll wants Prielipp in the rotation. Falvey has wanted him in the 'pen. What I took away from the discussion is the Twins will likely make a call on his direction after watching him in Spring Training.

In 6 years he has not thrown what would be a minimal season’s worth of pitching. It would be nice for him to be a starter. He would run out of option years long before he could ever get  built up to starter level innings.
