DIdn't they outright Tellis off the 40 man recently? I could be wrong.

That is correct, but he was up for just one game as an emergency backup. I am still suggesting this move, just probably in a week or two once the virus outbreak is over.

I pretty much have seen most pitches thrown by Twins pitchers, this season. (being retired, and nothing to do, gives me that luxury, or abuse, upon your point of view.

Most of the Twins pitchers follow the same strategy.  If they get an 0-2, or 1-2 count, they won't throw much anything resembling a strike.  Problem is, if you don't at least get close to the plate, the hitter just waits, until the count is even or in his favor.  Now it's a matter of protecting the plate, by fouling off pitches, til the hitter gets his pitch to hit.  It's a definite pattern, time and time again.  And since most of the pitchers don't have an 'out' pitch (Berrios is an exception) it becomes a series of foul balls.  And all this does, is allow the hitter to wait for his pitch or induce a walk.  Meanwhile, Twins pitchers' pitch counts increases and by the 3rd or 4th inning, he's spent.  We need to review this pattern and bring on a couple of hard throwers to get the big out, when needed.  Or at least attempt it.
