The only matters as long as Tom steps into the background at stops looking out for his self interest than the long term goals of the organization. Tom thought this team could win in February, he thinks this team can win now hence buying at the deadline. He either wants to be the players friend, is extremely pie in the sky or he’s mor worried about maximizing his sale value.

I mean he is the owner so acting in his self interests is what most owners do.  I am not sure I would consider what they did at the deadline as buying.  They added two relief pitchers which needed to be done regardless.  And we will see with Kremer what he brings.  We don't know which version we are getting yet.  But the way he is pitching this year he is not an upgrade.

We don't know the plan presented to him either by Falvey or Zoll and if he agreed to it or not.  Falvey wasn't like he was in teardown mode before Tom P. took over in mid-December.  None of us know what happened behind the scenes.  But we have seen the inability of Falvey and Zoll to build a sustainable winning team over the last 10 years.

I wouldn't be surprised if Skubal signed a heavily deferred contract before the lockout like every other superstar on their team.
