If you attend High School baseball games where potential draft choices are playing, you will see a full section of professional scouts set up to record every move of the players on hand. Usually there is only one star they are focused on, but that focus includes a full battery of camera's, speed guns, computers, note cards and pitching sheets. I've seen more than 50 scouts at a time sitting in the stands recording every move a player makes. Scouts will track every game certain players play, complete with cameras and other equipment. Sometimes more scouts than fans in the stands.

So to say there has not been much eye's on the players is just wrong. The radar guns they bring are the same as would be brought to scout a rival major league teams pitchers, except they may be better calibrated. The computers set up with cameras have software set to track the pitches thrown and break or move.

When you are getting ready to spend 8mil or more on a player you use  slovenly methods at least not if you are a professional organization. The best college scouts use equipment as good as or better than any professional orgs.

Looking back at the 2017 draft, after Lewis, 4 pitchers were selected. Hunter Greene had TJ and is still trying to establish himself. MacKenzie Gore has had control issues but seems to be getting things together after being traded to Washington. Kyle Wright injured his shoulder and Brendan McKay injured his elbow. Wright and McKay were college pitchers and likely will not have successful MLB careers. SSS, but this a 50% flameout because of injuries. 

Greene has played more than Lewis. It's not like Lewis has been close to available.
