You can ask for time whenever you want. Only the umpire can call time. In this case, the HP ump had called time. I guess one could argue whether or not he should have, but he did, not completely unreasonably, IMO. The play was dead, there was going to be a new ball put in play. It happens in a similar fashion fairly often.
