The Blue Jays pick up Dubrount.

I guess the Twins have no spave on the fringe of the roster for guys in their 20s.

McGowan would fit all of the things the Twins look for in their low leverage players.

WTH, Coleman would have been our second best bullpen arm, who cares about managing the 25 man roster when we are carrying 5 players who by all accounts appear to be replacement level, if that. Unless he's hurt, I think it's a bad move passing on him. Who are they waiting for?

Austin Romine- would be the Twins best defensive catcher among the major league ready. Hit OK in minors but not in majors with inconsistent play. Out of options. I think some team will be interested.

Cardinals claimed Gary Brown.

NL teams get first crack at players from NL teams. Even if the Twins had put in a claim the Cardinals would get him. The Twins would have had to trade for him. Perhaps there were no less than A prospects that the Giants wanted  from the Twins as  Sabean is still mad about AJ

Actually, that same league priority is just for "trade assignment waivers" which I think is generally just the August trade waivers.

I think outright waivers (what the Giants would have used to remove Brown from the 40-man roster) has no league priority, just record:

To expand further, I think the reason for it in August is so league leading teams always have a chance to claim a player and block a trade in their own league.  Otherwise, league distinctions are pretty meaningless in modern MLB.
