They offered him a contract that, while technically might have been the 2nd highest, he was never, IMO, going to accept. And I'm sure his agent made it clear to teams that he wasn't signing without a player opt out, so IMO, the Twins knew he wasn't going to consider their offer.

That's certainly possible, that it was all PR. I accused them of as much last year, and was told that wasn't fair.....
