It is because by last year drafting and publicly stating recpeatedly that they will develop McKay as a two-way player they have CREDIBLY shown they are willing to have a player develop as a two-way player. That seems to be something Ohtani cares a lot about. He may not trust others who claim the same as much, because the others have never actually pulled the trigger like Tampa has seemingly done with McKay. That being said, while it is something Tampa has going for it, I still don't think the odds are as high as Vegas thinks for Tampa.

But, in this case they don’t, since their number one team has already been told they are no longer being considered, that would be the Yankees! Ohtani is looking for a small market or west coast team.
