I think Cliff Lee and Jared Weaver are free agents after this season. These two would qualify for the value TR seems to like for pitchers past their prime.

Ryan already heavily implied Lincecum isn't a fit, saying he wasn't sure if he'd even send a scout to watch him since Tim wants to start. Of course that is basically as good as acknowledgement that Lincecum would not start for the Twins:
