Twins move up a spot in the draft?

With Fowler signing, does that mean the Twins pick #14 now and get a little increase in their draft budget? I thought Fowler had a QO so Baltimore loses a pick, but I could be wrong.

I don't think so. I think we only moved up to 15 because Baltimore previously signed Gallardo. So the O's signing another free agent will only make them lose their 2nd round pick now, which does not affect our #15 pick.  Although to the extent the O's deal with Gallardo might still fall through because of issues with his physical (i've seen reports about this), the Folwer signing would solidify our #15 spot.

Yeah it doesn't effect the Twins, they are pretty much locked in at 15 unless the Mariners, BoSox, Indians or Rays go and add Ian Desmond as I think he's the only player with competitive balance picks attached to him.  

 

Baltimore once again showing HOW NOT to do things.  By signing Gallardo they lose their 14th pick, by signing Fowler they lose their 28th pick ergo Baltimore loses tons of money (~5 million) in the 2016 MLB draft for an already horrible farm system despite still picking 54th, 69th, 76th and 91st.  5.4M left for their entire draft.

Fowler resigned with the Cubs...

Wow.  A pretty terrible deal compared to the qualifying offer he declined, or his reported 3/33 offer from Baltimore.  Apparently he walked away from Baltimore's offer after they wouldn't give him an opt out after the first season.

 

I had heard Fowler was fond of Chicago, though.  A little surprised he didn't land with the White Sox actually.
