Three possible interpretations: 1] OMG! Something is happening! We will be in the winner's circle in no time!--the uber optimist; 2] WTG! Every problem gets smaller and easier when more people are added to the office!--the bureaucrat; 3] Since no one can be fired (per the boss), just add new staff that is trusted and ignore the holdover deadwood--the cynic.
