Not quite true! They did sign Deinis Suarez in the Bill Smith era, I don't think he was ever considered a prospect though (I actually remember nothing about him, and I obviously follow the Twins pretty closely):

Wouldn't be against them going for it, especially since I think they still have bonus money.  This isn't really where the org needs lie though, but I'm never against adding talent.

Problem is, our remaining bonus pool money doesn't matter.  Whoever signs Ona will be going past that and incurring penalties.  If we were going to do that, it made no sense to conserve our cash earlier this month.

 

By my count, it looks like the Padres, Reds, Nationals, Cardinals, and Braves have already gone past their pool limits in this signing period.
