That was exactly the scenario I was describing. Unless the Twins feel that they have more spots on the 40-man than guys worth protecting, they will fill it up. You are correct though, one guy will have to be outrighted off the 40-man roster when they sign Park.

 

If they had one more spot on the 40-man than prospects they want to protect, then this whole conversation has been pointless. I'm still guessing the add everyone and outright somebody when they sign Park.

Is the Park contract due before Rule 5? Still not sure why they would have a deal but be sitting on it (or why Park or his Korean team would tolerate the delay and the risk it puts on them). They could add Park now and waive Achter on Nov. 20 if they need the spot then, I would think Nov. 20 might be a good time to slip guys thru waivers as teams fill up.

I believe that the deadline to reach an agreement is the day before the actual rule 5 draft.  Teams need to submit their 40 rosters by Friday, Nov 20th.  I would think that they might try to slip someone through on the 20th, but they may not have to.  I'm also assuming that they may keep one spot open in case they would like to select a player in the draft.  

 

It could be that they don't have the deal with Park worked out yet.  I don't know how long it would take to negotiate a contract like this.  I'm sure there is some terms that they have to hash out, as well as a physical.  So, those things take some time.  I would still expect a deal a little before Thanksgiving (wild speculation on my part).

That makes sense.  I just didn't think they'd reach a deal and wait to announce it -- I am sure Park and his Korean team would not want to shoulder the risk for whatever marginal benefit the Twins would get out of the delay (i.e. better timing the AJ Achter waiver process).

 

I would guess it's not quick.  It took 21 days for the Pirates to reach an agreement with Jung Ho Kang last winter, and even that was "pending physical" which took a few days longer before it was official.  And Park's deal will involve more money, which could slow negotiations.

Talks between the Twins and Alan Nero, Park's agent, have commenced with the 30-day negotiating window set to expire Dec. 8.

Correct, but roster has to be set by Nov. 20th.  A team can't add someone to the 40 man after this date to protect them from the rule 5 draft.  It's also my understanding that they would need one open space to select someone in the rule 5 draft.  I'm not sure if they can outright a player before that to add an open space for the draft.  

 

So, the fact that Park has to be signed before the draft either means that the Twins will only protect 5 players, leaving one open spot for Park, or they're going to fill up the roster completely and do not plan on making a rule 5 selection this year.  I guess we'll find out on Friday.

I am also pretty sure that you can drop guys if you sign a FA or make a trade during that time.  This is a little different since they know that they will be signing someone (hopefully) but there is no such thing as rosters being locked until Rule V.
