The article also says that the Diamondbacks, Yankees, Red Sox, Angels and Rays cannot pay more than 300k on any one player since they all went too far over the pool amounts this year.  So maybe that gives the Twins a bit more room to get a few guys.

In terms of revenue this knocks out #25, #1, #2, #11 and #28 respectively1.   I suspect #3 through #10 will make themselves heard next year if they wish.   And the economics of the rules dictate that once a team is in they go all in.

Yes, it helps that 5 teams can't sign the high priced guys but the problem is that everyone that has been late to the party can blow through their bonus pool and take the penalty.

 

I understand that everyone wants to complain about how the system is unfair but it is significantly more fair than the old system where there were no penalties at all.  In addition to that the Twins actually participate in this market which is something they really didn't do until the Sano/Kepler/Polanco offseason.  And the next CBA will either include some really significant penalties or be a straight up draft.  It should have been obvious that this would happen when they agreed to the CBA.

In Mike Berardino Article about the pool amount he lists "shortstop Wander Javier, third baseman Christopher Martinez and outfielder Juan Soto" as potential Twins targets. From the post it isn't clear to me if he feels these players are the top talent or the Twins are connected to them. Anyone have any insight?

Thanks for that info. Kiley McDaniel at Fangraphs talked about some of the 2015-16 international prospects a few weeks ago (and has a new, updated post based on personal observations in DR coming out early next week):  http://www.fangraphs.com/blogs/scouting-the-top-2015-july-2nd-prospects/

He spoke about Wander Javier quite a bit, and mentioned Soto near the end, but didn't mention Martinez.
