If the Twins would have traded him for international cap space, then he probably would been added to Pittsburgh's 40-man roster, and therefore gone forever. As a rule V draftee, Pittsburgh still need to keep him on the 25 man roster for the required amount of time. If they don't, they have to return him to the Twins.
