Does anyone know if Tor is able to bring him up at any point this year without losing service time? Just curious if we have to wait until next year...

Vlad Jr. won't be up this year, unfortunately. Next mid-April or next June, I suspect.

 

Yeah and I'm stashing him in my keeper league getting nothing out of that spot.
