Bird, I read on MLBTR King Theo spend 16.4M on IFA in 2015. His prize signing, Eloy Jimenez, was then traded to the Pale Hose, for a back of the rotation starting pitcher. Last I looked, their farm system was the lowest rated in all of baseball.

That's a different argument, based on whether you agree or disagree with an ethical decision to abide by an agreement clearly meant to hold teams to spending limits. It would not have been going overslot. It would have been unethically breaching an agreement because paying the penalties was of greater value to you than being ethical.

If the rules had actually been meant to hold teams to spending limits there wouldn't have been penalties in the first place because there wouldn't have been the option of going overslot. There was no breached agreement, if there was, teams would have been forced to relinquish the rights to the prospects, as the Braves were forced to last year when they actually were in violation of International Signing rules.

 

It was no different than going over the salary cap luxury tax threshold. Plenty of teams (used to) do that.
