Questions on 2017 International Signings

I have a couple of questions about the 2017 International Signing Period.

 

First, can someone point me to a source describing who might be the top (international) prospects available for signing in 2017?

 

Second, could someone explain the Twins' options?  I think I read they have the largest signing pool for International signings, but realistically, how many can they sign?

 

Any help would be appreciated.

I'm not really sure what $5.25 mil buys. It's a new era in international signings. Last year that wasn't much money.

Here.  Probably as good as you can find in the internets these days.

 

International free agent signings has been pretty much a game with a lot of players who were there to make a profit, including "scouts", "handlers", "the authorities", etc.

 

So take everything you read about who "the best prospects might be" with a huge grain of salt.
