First, can someone point me to a source describing who might be the top (international) prospects available for signing in 2017? Second, could someone explain the Twins' options? I think I read they have the largest signing pool for International signings, but realistically, how many can they sign? Any help would be appreciated.

International free agent signings has been pretty much a game with a lot of players who were there to make a profit, including "scouts", "handlers", "the authorities", etc. So take everything you read about who "the best prospects might be" with a huge grain of salt.
