Twins International signing budget?

I am curious on how much money the Twins have remaining to spend from the International budget. My bigger question is what could they get in trade for the rest of their budget? It might net the Twins a better prospect if it would be included in a trade(Carroll).

about 1M left with an original budget of around 4M. From what I understand, you cannot trade those dollars any more. I could be wrong here, but I thought there was a deadline to trading the dollars.
