The headline blames Molina but I'd bet that the pitcher was using a lot of pine tar.  If you look at Molina's chest protector before and after, you can see some pine tar after the ball was removed but not before.

And the pitcher wasn't ejected?

I'll be surprised if, there is not more follow up to this, obviously some kind of doctoring of the ball is going on.

Yeah, I was surprised. Clearly the dirt on the chest protector got there from the baseball. I was hoping Jason Turbow would address it on his website but he hasn't, at least not yet.
