They explained it during the broadcast.  Since the defense didn't move due to the HBP call at the plate, Jenkins had to return to 1st.  Had the catcher thrown through, Jenkins would have been awarded second base.  Encourages the defense to game the system in my opinion, but that is what was explained by the replay crew in NY.

Even with them back, I wouldn't necessarily be surprised if Taj is our best starter next year.  I expect him to be better next year.  Ryan just wasn't good lately, so I don't know what to expect of him next year.  I love Pablo as a player, but coming back from a UCL repair.. well, we hope for the best but I wouldn't bet money on him immediately returning to past form.

Tampa kept saying the same thing as well.  I still believe he needs to show more consistency with his command and keep his head in the game at all times to take the next step.  If he does that, he very well could be our top starter and it would be a benefit to the team.

Taj's productivity this year compares pretty well with Nick Martinez and Drew Rasmussen, for example.

Interestingly, Bradley's 4.3 WAR this year is higher than anything Pablo has produced in his career. Ryan had 4.5 WAR last year, but otherwise has never produced more than 2.5 WAR in any season.
