Well, the numbers show that the net effect of steriods showed the hitters won by a significant margin.  Whether that means more hitters took steriods relative to pitchers or the impact helped batters more I don't know.

 

I suspect a bit of both, but more due to the fact that more hitters took them.  For example, velocity and injuries have spiked in the last 3-5 years for pitchers, HR's spiked in the 96-2005 era.
