No, it's part of a mutual option to avoid arbitration. 

If Joe Ryan remains healthy and pitches the same as he did last year, he'll probably make $20MM in arbitration, provided there's no lockout and provided the rules don't change in the new CBA, both have uncertainty.

I forgot about the silly $13M because it was completely meaningless silliness related to coming to an agreement just before the arbitration hearing.

It never ever had any chance of being picked up. Zero. 0.0000000%
 

But technically, yes, there is a $13M mutual option.
