Roki Sasaki - could the Twins benefit by helping the Dodgers?

MLB Trade Rumors mentioned that the Dodgers may be looking for more international bonus money so they can ensure they have the top bid for Roki Sasaki. The Twins have one of the largest allocations of international bonus money.

It would be interesting if the Twins traded away all of their bonus money to the Dodgers for prospects in the Dodger system. The Twins are looking for ways to cut costs and this could reduce expenses by $7M while adding older, better scouted talent from within the Dodgers farm system.
