It is to a certain extent; if you're from out of town and just coming to experience the festivities, you'll have a blast (word of caution, rent your room far in advance or have a sober cab, cop saturation during this event is quite extensive). If you're a native of the area like myself, and thus experience the event year after year (or make a dumb mistake to volunteer for the "celebration" depicted in the video), the story is quite different.
