This wouldn't be the case if Houston and Texas are also vying for the Division Title.  If there is a 3 way tie between Houston, Texas and Minnesota and Houston and Texas are also tied for the Division Title, Minnesota would host the loser of the Houston/Texas game

 

From the rulebook:

2. A second tiebreak game will be played between the loser of the game to determine the Division Champion and the team from the other division at the ballpark of the team in the other division to determine the Wild Card.

That's odd. One would think that the teams playing for the wild card berth should be treated the same as if it were a 2-way tie for the second wild card.
